"디지털 헬스케어 한우물만 팝니다""We Focus Solely on Digital Healthcare"

"헬스케어 산업은 글로벌 규제가 개선되고, 국내 사업 여건도 좋아지고 있기 때문에 미래가 밝습니다. 한국을 넘어 글로벌 시장에서도 존재감을 갖는 디지털 헬스케어 전문 투자사로 자리매김하겠습니다."

최윤섭 디지털헬스케어파트너스(DHP) 대표는 최근 매일경제와 인터뷰하면서 "팀엘리시움, 마인드허브를 비롯해 DHP가 투자한 5개 스타트업이 세계 최대 가전 전시회인 'CES 2025'에 참여한다"며 "앞으로도 글로벌 시장에 진출할 잠재력이 있는 디지털 헬스케어 스타트업에 적극 투자할 계획"이라고 말했다.

DHP는 2016년 최 대표를 비롯한 의료 전문가가 중심이 돼 창업한 디지털 헬스케어 스타트업 전문 투자사이자 액셀러레이터(AC)다. 최근 코스닥에 상장한 인공지능(AI) 기반 유전체 분석 기업 쓰리빌리언을 비롯해 혈당 관리 플랫폼 닥터다이어리, 성형·미용 의료 정보 플랫폼 강남언니(힐링페이퍼) 등 총 47개 스타트업에 투자했다.

DHP에는 내과·소아과·산부인과·정신과를 비롯한 전문의와 식품의약품안전처 출신 규제 전문가, 헬스케어 스타트업 창업자들이 파트너로 참여하고 있다. 삼성서울병원, 분당서울대병원을 비롯해 총 3000병상 이상 의료기관과도 연계돼 임상연구와 테스트베드를 제공한다.

최 대표가 투자사를 창업한 배경에는 컴퓨터공학과 생명공학을 폭넓게 섭렵한 그의 커리어가 있다. 최 대표는 포스텍에서 컴퓨터공학과 생명과학을 복수 전공하고, 같은 대학원에서 전산생물학 박사 학위를 취득했다. 이후 서울대 의대에서 연구교수로 일하면서 컴퓨터공학과 생명공학을 융합하는 연구를 했다. 그는 "연구하는 과정에서 디지털 헬스케어라는 개념을 국내에 처음 소개했다"며 "디지털 헬스케어의 미래에 대한 확신을 갖고 어떻게 기여할 수 있을지 고민한 끝에 관련 스타트업에 직접 투자하기로 결정했다"고 말했다.

디지털 헬스케어 불모지나 다름없던 한국 상황이 오히려 최 대표의 열정에 불을 지폈다. 그는 "투자사를 창업한 2016년만 해도 국내에서 디지털 헬스케어라는 말이 잘 사용되지 않았다"며 "특히 벤처투자업계에 의료 전문성을 가진 투자자가 없었기 때문에 의료 전문성을 바탕으로 스타트업을 육성한다면 투자 성공 가능성을 높일 수 있을 것이라고 확신했다"고 강조했다.

DHP는 지난해 7월 팁스(TIPS) 운영사로 신규 선정됐다. 팁스는 중소벤처기업부의 대표적인 민간 주도형 기술창업 지원 프로그램으로, 민간 투자사가 우수한 창업기업을 선발하면 민간 투자와 정부 자금을 매칭 지원한다. 이번에 선정된 DHP 컨소시엄 구성원 면면을 보면 헬스케어 관련 전문성을 확인할 수 있다. 의료기관으로는 한국 대표 상급종합병원이자 교수 창업에 적극적인 삼성서울병원과 분당서울대병원 창업보육센터가 참여했고 세브란스병원과 연계된 바이오 헬스케어 특화 기술지주회사인 연세대 바이오헬스기술지주, K디지털 헬스케어 분야 대표 스타트업인 루닛, 미국과 한국에서 활발하게 투자하는 미국 벤처캐피털(VC) 스트롱벤처스 등이 함께했다.

최 대표는 "바이오 산업에서 규제가 제약 사항으로 언급되지만 디지털 헬스케어 분야에서는 식약처가 선제적으로 합리적인 규제 방안을 내놓으면서 글로벌 규제를 선도하고 있다"며 "가장 중요한 보험 급여와 관련해서도 혁신의료기기 통합심사·평가 제도를 도입하는 등 여건이 좋아지고 있다"고 분석했다.

이어 그는 "딥테크를 기반으로 의료를 혁신하는 디지털 헬스케어 스타트업에 활발하게 투자하겠다"며 "국내 스타트업의 세계 시장 진출을 돕는 것은 물론 미국을 비롯한 글로벌 헬스케어 스타트업 투자 비중을 늘려갈 것"이라고 덧붙였다.

"The future of the healthcare industry is bright, as global regulations are improving and domestic business conditions are getting better. We aim to establish ourselves as a specialist digital healthcare investor with a presence not just in Korea but in the global market as well."

Yoonsup Choi, CEO of Digital Healthcare Partners (DHP), said in a recent interview with Maeil Business Newspaper, "Five startups that DHP has invested in—including Team Elysium and MindHub—are participating in 'CES 2025,' the world's largest consumer electronics show," adding, "We plan to continue actively investing in digital healthcare startups with the potential to enter global markets."

DHP is a specialist investor and accelerator (AC) focused on digital healthcare startups, founded in 2016 with medical experts, including CEO Choi, at its core. The firm has invested in a total of 47 startups, including 3billion, an artificial intelligence (AI)-based genomic analysis company recently listed on the KOSDAQ, blood sugar management platform Dr. Diary, and cosmetic and aesthetic medical information platform Gangnam Unni (Healing Paper).

DHP's partners include specialists in internal medicine, pediatrics, obstetrics and gynecology, and psychiatry, as well as regulatory experts formerly with the Ministry of Food and Drug Safety and founders of healthcare startups. The firm is also affiliated with medical institutions totaling more than 3,000 beds, including Samsung Medical Center and Seoul National University Bundang Hospital, providing clinical research and testbed opportunities.

Behind CEO Choi's decision to found the investment firm lies his career, which spans both computer science and bioengineering. Choi double-majored in computer science and life sciences at POSTECH, and earned a Ph.D. in computational biology at the same graduate school. He then worked as a research professor at Seoul National University College of Medicine, conducting research that integrated computer science and bioengineering. "During my research, I was the first to introduce the concept of digital healthcare in Korea," he said. "After much thought about how I could contribute, with a firm conviction in the future of digital healthcare, I decided to invest directly in related startups."

Korea's environment—which was practically a barren field for digital healthcare—actually fueled Choi's passion. "Back in 2016 when I founded the firm, the term 'digital healthcare' was rarely used in Korea," he emphasized. "In particular, since there were no investors with medical expertise in the venture capital industry, I was convinced that nurturing startups based on medical expertise could raise the likelihood of investment success."

In July of last year, DHP was newly selected as a TIPS operator. TIPS is a flagship private-sector-led technology startup support program run by the Ministry of SMEs and Startups, in which private investors select promising startups and the program matches private investment with government funding. The composition of the DHP consortium selected this time reflects its healthcare-related expertise. Among the medical institutions are Samsung Medical Center—Korea's leading tertiary general hospital that is highly active in professor-led startups—and the startup incubation center of Seoul National University Bundang Hospital. Also participating are Yonsei University Bio Health Technology Holdings, a bio-healthcare-focused technology holding company affiliated with Severance Hospital; Lunit, a leading startup in the K-digital healthcare field; and Strong Ventures, a U.S. venture capital (VC) firm actively investing in both the United States and Korea.

"In the bio industry, regulation is often cited as a constraint, but in the digital healthcare field, the Ministry of Food and Drug Safety is leading global regulation by proactively introducing reasonable regulatory measures," Choi analyzed. "Regarding insurance reimbursement, which is the most important factor, conditions are also improving—for example, with the introduction of the integrated review and evaluation system for innovative medical devices."

He added, "We will actively invest in digital healthcare startups that innovate medicine based on deep tech," and, "Not only will we help domestic startups enter the global market, but we will also increase our proportion of investment in global healthcare startups, including those in the United States."
